Abstract: The aim of the article is to substantiate the strategic principles for the development of railway transport enterprises in the context of a mobilization economy and increasing international security challenges, as well as to identify the key problems and prospects of their functioning during periods of war instability, postwar recovery, and Ukraine’s European integration. It is substantiated that the full-scale war and the transformation of the global security environment have led to an increased role of railway transport as critically important infrastructure, ensuring the State’s defense capability, humanitarian logistics, population evacuation, the stability of domestic and cross-border transportation, as well as Ukraine’s integration into the European transport space. It is proved that under a mobilization economy, railway transport enterprises perform not only economic but also strategic security functions. The main problems in the development of railway transport enterprises have been identified and systematized, including: physical and moral wear of infrastructure and rolling stock; limited energy resilience and dependence on critical infrastructure; low average speed of passenger transportation; a shortage of investment resources; consequences of wartime destruction; threats to transport and cybersecurity; and the need to adapt to European Union standards and requirements. It has been demonstrated that overcoming these problems is possible through the implementation of a comprehensive railway transport development strategy, focused on combining the mobilization objectives of the wartime period with the long-term goals of postwar recovery and European integration. Systematized strategic directions for enhancing the activities of railway transport enterprises are presented, including: modernization of infrastructure and rolling stock; improvement of the speed and safety of transportation; digitalization of management and operational processes; development of customer-oriented and inclusive services; strengthening of financial and investment mechanisms; integration into international transport and logistics corridors; enhancement of the environmental and energy sustainability of the sector. It has been substantiated that the implementation of the proposed strategic principles will contribute to increasing the operational efficiency of railway enterprises, strengthening transport and international security, forming long-term competitive advantages for the sector, and ensuring sustainable socioeconomic development of Ukraine. The presented conclusions provide a scientific basis for further research in the areas of strategic management, digital transformation, and security-oriented development of transport infrastructure.
