Abstract:
The aim of this article is to analyze the current problems and challenges facing Ukraine’s transport sector amid martial law and limited funding, as well as to explore strategic directions for developing road infrastructure in line with Ukraine’s Transport Strategy up to 2030. Based on a review of regulatory documents and analytical materials, the key conditions for the restoration and modernization of the transport and road system are examined. The study assesses the state of automobile logistics in both pre-war and wartime periods, identifying the main barriers to industry development, including deteriorated infrastructure, investment shortages, and limited access to financial resources. It is concluded that Ukraine’s integration into international transport networks and the adoption of EU standards are critically important for ensuring stable international transportation and enhancing the sector’s competitiveness. The key reforms provided for by the National Transport Strategy and its 2025–2027 implementation plan have been summarized, including the modernization of the road management system, improvement of passenger transport quality, harmonization of Ukrainian legislation with EU law, and strengthening of social standards for drivers. The importance of preparing a National Master Plan for investment projects was highlighted, which should consider defense needs, the development of TEN-T transport corridors, the integration of different transport modes, and the need for comprehensive infrastructure rebuilding planning. Special attention was given to accelerating the submission of projects to the DREAM digital platform: in 2024, 700 projects worth UAH 77 billion were registered, indicating a significant revival of investment activity in the transport infrastructure sector. Future research should focus on evaluating the effectiveness of implementing new regulatory acts, particularly methodologies for calculating economic losses from road accidents, as well as analyzing the impact of harmonizing Ukrainian legislation with EU standards on the reform of the road transport market. Further attention should be devoted to identifying optimal mechanisms for attracting investment in the restoration and modernization of road infrastructure, which will serve as a basis for Ukraine’s full integration into the European transport space.
