Abstract:
The development processes of agro-industrial enterprises largely depend on the combined influence of macroeconomic and institutional factors that shape the business environment for their growth. It has been found that the development of agro-industrial enterprises in Ukraine significantly relies on the implementation of structural reforms, institutional modernization, and adaptation to European standards. An analysis of women’s employment and the level of urbanization allowed for a comprehensive assessment of the state and prospects of rural area transformations as a factor in postwar recovery. Combining a gender approach with the analysis of demographic shifts enables the creation of efficient tools to support rural areas and agro-industrial activities, so the conditions for women’s employment and self-realization can become a key factor in curbing the migration of the population to cities. The necessity of implementing targeted strategies to support women’s employment and the development of rural services has been demonstrated, which will enhance social integration and local economic activity. The observed trends underline the need to adopt a comprehensive approach in transforming the development mechanisms of agro-industrial enterprises, which combines increasing agricultural productivity, gender inclusion, and adaptation to urbanization challenges. It has been identified that, under current conditions, creating an efficient business environment for agro-industrial enterprises in Ukraine and EU countries presents significant conceptual, institutional, and socioeconomic differences, driven by both internal transformations and global challenges. Developing a sustainable growth model requires a focus on innovation, strengthening human capital, and expanding opportunities for the self-realization of rural populations. In this context, integration tools that take into account the spatial, social, and economic aspects of postwar reconstruction should become key.

Keywords: business environment, development, agro-industrial enterprise, postwar reconstruction, employment, urbanization, agriculture, potential, innovation.
