Abstract: An anti-crisis approach has been developed to ensure the economic mobility of small and medium-sized enterprises (SMEs), focusing on structural and sectoral characteristics, particularly processes for restoring the investment attractiveness of retail trade in Ukraine. This approach involves identifying specific groups and, for each, a set of anti-crisis instruments designed to tackle complex tasks to ensure the economic mobility of SMEs during the restoration of investment attractiveness in retail trade. These groups and corresponding anti-crisis instruments include: financial and investment instruments (grant financing, preferential lending, microfinance to support working capital, government guarantees, and credit risk insurance); tax and fiscal instruments (providing targeted tax holidays and incentives, deferring tax payments with flexible schedules, reducing tax rates and levies); institutional and legal (simplification and optimization of permitting procedures, deregulation and reduction of regulatory barriers, improvement of consumer protection mechanisms, combating anti-competitive and monopolistic practices); innovation and technology (implementation of CRM/ERP systems, automation of sales and accounting, development of e-commerce and online sales, digitalization of documentation and business processes); marketing and communications (rebranding and updating corporate image, implementation of omnichannel customer interaction strategies, use of digital marketing and customer data analytics); logistics and management (optimization of supply chains and delivery routes, automation of warehouse logistics and inventory management, establishing strategic partnerships with manufacturers and suppliers); social and labor aspects (skills development and staff retraining, implementation of flexible and adaptive forms of employment, integration of motivation and productivity enhancement systems). Scenario modeling for the implementation of anti-crisis instruments was carried out, which made it possible to determine the expected outcomes for ensuring the economic mobility of SMEs and restoring the investment attractiveness of retail trade in Ukraine.
