Abstract:
The aim of the article is to identify, systematize, and analyze the challenges and threats that slow down the process of implementing project management in the governance system of territorial communities under martial law. The key aspects of the decentralization reform in Ukraine have been analyzed, which formed the basis for introducing new managerial approaches at the level of territorial communities, one of which is project management. It has been determined that due to a number of factors, it has not been possible to overcome all destructive phenomena in the management system of territorial communities during the reform. During the full-scale war, the achievements of the decentralization reform were partially lost and the existing problems were exacerbated even further. The authors have clarified and detailed the existing problems and shortcomings in building a modern governance system for territorial communities in Ukraine. It has been further determined that project management is a key innovative tool for local self-government authorities, capable of attracting additional funding, adapting to crisis challenges, and supporting the sustainable development of communities. Key threats hindering the effective implementation of project activities at the level of territorial communities amidst full-scale war have been identified, specifically: the lack of qualified personnel, the absence of a strategic vision, a weak level of partnership, and inter-municipal connections. It has been defined that further implementation of project management requires strengthening the institutional capacity of local self-government authorities and developing an appropriate managerial culture.
