Abstract:
The aim of the article is to substantiate and develop methodological principles for ensuring effective innovative activities in government bodies that will contribute to enhancing the efficiency of implementing the economic policy of the State and its regions in the context of martial law and the ongoing reforms in Ukraine. The significance of increasing the effectiveness of innovative activities in government bodies for the implementation of efficient State and regional economic policy is substantiated. To ensure the effective innovative activity of government bodies under martial law and in the context of reforms being implemented in Ukraine, a comprehensive methodological approach is proposed, aimed at activating innovative activities in government bodies by creating a favorable innovative environment, optimizing organizational processes, and efficiently using digital technologies by officials. The adoption of this approach will contribute to enhancing the efficiency of implementing State and regional economic policies through the improvement of the public administration system in Ukraine. The author substantiates the need to improve the key areas of ensuring innovative activities in government bodies (normative-legal, institutional, marketing, staffing, motivational, scientific-methodological, financial, and information-communication) considering the conditions of martial law in Ukraine. The connection between ensuring effective innovative activities in government bodies and the implementation of result-oriented public governance and administration is defined, contributing to the realization of efficient State and regional policies. It is proved that the success of implementing innovations related to the digitalization of public governance for the realization of the State and regional economic policies depends on the process of assessing the digital maturity of public officials and government bodies in general. Advantages and effects for the country’s development, which depend on the level of digital maturity of government bodies and the chosen strategy for digital transformation, have been identified. This will allow for substantiating the innovative direction of further development of government bodies responsible for socioeconomic development and the implementation of efficient State and regional economic policies.
