Contemporary Industrial Policy: Models and Tools for the Implementation (p. 79 - 87)

The article presents the results of a study on the contemporary models of implementing industrial policy as well as tools for such implementation. The essence of both the «hard» and the «soft» models of industrial policy has been disclosed, the same is applied to the matrix model, which is a combination of the first two models. Emphasis has been made on varieties of the «hard» model of industrial policy in accordance with the development priorities, namely: export-oriented, import-substituting, innovation, investment, innovation-investment. The article reveals the advantages of each model, as well as negative examples of their use, associated with primitivization to the structure of the national economy, stagnation of processing industry, self-isolation from the new technical and technological trends. The ineffectual application of the paternalistic model for the aeronautical industry in Ukraine has been displayed. The main characteristics of the industrial policy have been generalized by the character of development process and by the State support. An instrumentarium for implementing industrial policy has been proposed in the terms until 2020, 2025 and 2030, taking account of the facts that Ukraine is a WTO member and a signer of an association agreement with the EU.
