Formation of Socio-Economic Mechanism for Preserving the Human Capital of Ukraine in Terms of Crisis (p. 59 - 64)
The article substantiates the conceptual bases of formation of the socio-economic mechanism, which is aimed at reducing the negative impact of crisis on the processes of creation, use, development and preserving of human capital. The main goal of its functioning, objectives, objects and subjects of administering, the blocks, in terms of which the processes of maintaining human capital are implemented, have been determined. The four blocks have been allocated, within the framework of which implementing of goals and objectives of this mechanism's functioning is fulfilled: regulatory and legal support; organizational-economic support; socio-economic security and economic-financial security. The carried out study provided for identifying such priorities for overcoming the negative impact of crisis on the possibility of preserving the human capital: elaboration and implementation of the State program for preserving the human capital as a strategic resource of recovery and development of the national economy; introduction of the State monitoring of the human capital indicators; formation of infrastructure for crisis management of the human capital; establishing a fair level of the State social standards; creation of conditions for development of regional labor markets; excretion of salaries out of the «shadow».
