The Effectiveness of Reconstruction of Housing: Conceptual Basis, the Essence, the Criteria (p. 162 - 167)
This paper summarizes current approaches to determine the effectiveness of reconstruction of housing. The author distinguishes two main concepts to evaluate the effectiveness of the reconstruction of the city’s housing stock. Within the first approach the efficiency of the design decisions in terms of social, economic and environmental efficiency is determined. The second approach is to determine the effectiveness of one or more participants in the investment and construction process. In this case, most often the effectiveness of the reconstruction project for the investor or the municipality is determined. Analysis of the criteria indicators that are used by various scholars, led to the conclusion that the main criteria for evaluating the effectiveness of reconstruction of housing is a set of technical, economic, social and environmental indicators. While using them such problems occur as intercoordination, the need to bring to comparable units of measure, having to choose from a variety of factors those best able to assess the effectiveness.
