System Formation and the Related Structuring of Institutional Securing of Implementation of the State Policy for Development and Usage of Labor Potential of Ukraine (p. 67 - 72)

With the intensification of processes of intellectualization of national economy of Ukraine, dependence of economic complex on the system-structural, institutional securing of implementation of the State policy for development and usage of labor potential becomes increasingly expressive. An increasing importance would acquire not the normative legal documents at different levels, but the strategic documents, in which the purpose-oriented limits of both development and usage of labor potential are planned. The article is aimed at substantiation of the applicable tools for system formation as well as structuring of institutional securing of implementation of the State policy for development and usage of labor potential of Ukraine. The cognitive tools, used in the article, stems from its purpose and has diverse range of methods. The extent of formation of an institutional system of development and usage of Ukraine's labor potential have been determined, an improvement is proposed by means of developing and implementing the targeted strategic documents, especially considering the long-run period. The authors' assumption has been proved by a substantiated listing of the normative legal documents of this type as well as allocating their place in the general system of the State regulation of socio-labor relations. It has been proved that structuring the institutional securing of the State policy for development and usage of labor potential of Ukraine should aim at bridging the gap between labor and capital that will require the appropriate functional and resource provision, applying managerial tools and integrated evaluation of the obtained results.
