Infrastructural Restructuring of Economy of Ukraine in the Conditions of Financial and Socio-Political Crisis (p. 70 - 76)
The article considers the question of granting international credits to Ukraine, primarily by the IMF and the World Bank. The main cause of decline of the economy has been identified, in the author's opinion, it's the poor competence of the main legislative body of country, producing lobbyist laws and ignoring the need for an in-depth scientific substantiation of these laws. The article specifies importance of a radical change in the vector of investment policy of the State from the passively waiting to the dynamically proactive, allowing to provide modern technologies, which are indispensable today, considering the deplorable state of the science in the State. Attention has been drawn to the threat of losing leverages for centralized management of regions' economies in the process of implementing the declared decentralization plan, along with devolution of authority to the local bodies. An economic analysis of reasons that make international financial and credit organizations to cooperate with countries that have a low credit rating, among them Ukraine, has been conducted. The basic macroeconomic errors of the State in conditions of warfare and searching effective ways of revival of production and improvements in the sphere of employment have been considered.
